I've been to both the Toni & Guy Academy (Ahwatukee & Scottsdale) and the salon. Many of the stylists know what they are doing because they were trained at the academy which happens to always be jammed packed with people every time I go. If you want to only spend $12, you will get a decent hair cut and they know they're stuff because if you go for a color, but you normally do at-home coloring (ie, Feria), they will have you wait because of the metallic salts in the product will react with the color process. I normally go to the salon, but the academy is ok to try if you only need a trim in-between cuts. They like to stick to the easy stuff there.
At the salon, I have to say I have had my hair cut by two different people & colored by two different people (stylists & colorists are separate). I recommend Jennifer for cuts, she is fast and understands what you want the first time. I have never experienced a cookie cutter hair cut from her. For color, I recommend Frankie, he is great and can do complex colors. There is a tall, larger woman who colored my hair the first time (Angela?) but I was not satisfied with the results even though she was a level above the guy that subsequently colored my hair. I tried Frankie because Jennifer had recommended him to me (& he does her hair too). Hope this helps!
Pros: usually available all week, fast, competent
Cons: need to find the right person to go to, just like any salon
